I think this is an electron tube for detecting radiation. It was used in a radioactivity lab where my dad worked and they were just throwing them away. This is one my dad picked up. On the label is has the information-

I think this is a digitron display. It is made by NEC Japan. Across the front of the display behind the glass there are three filaments that glow dimly when a current is applied to two of the terminals. The inside of the display is a vacuum or it may be filled with some inert gas. If you know how these displays work than I would be very pleased to hear from you.
